Heritage Preservation Commission Meeting <br />Elk River City Hall <br />February 24, 2016 <br /> <br /> <br />Discussion regarding membership in a 501 (c)(3) followed. <br /> <br />Mr. Carlton suggested holding a joint meeting with the City Council to gauge their <br />interest in the water tower site beyond restoring the structure. Consensus of the <br />Commission was to plan a joint meeting to discuss plans and vision for the site. <br /> <br />5.2 Discuss Grant Opportunities and Plans for the Water Tower <br /> <br />Mr. Carlton stated that restoration of the tower does not qualify for a Certified Local <br />Government grant. He reviewed additional grant opportunities, timelines, and <br />requirements for the applications. <br /> <br />Mr. Carlton will discuss the grant opportunities available with Elk River Municipal <br />Utilities as they are providing the funding for the restoration project. <br /> <br />Discussion about the various grant opportunities followed. <br /> <br />The Commission directed staff to research the identified grant opportunities and <br />bring back additional information at the next meeting. <br /> <br />5.3 Consider the 2015 HPC Annual Report <br /> <br /> Mr. Carlton provided a brief summary of the report and asked for comments and <br />changes. The Commission reviewed the document and provided staff with necessary <br />updates. <br /> <br />Moved by Commissioner Mortensen and seconded by Commissioner <br />Nicholas to adopt the 2015 Annual Report of the Elk River Heritage <br />Preservation Commission with the recommended changes to contact <br />information. <br /> <br />Motion carried 4-0. <br /> <br /> <br />6.1 Attendance Policy Update <br /> <br /> Mr. Carlton reviewed the updated boards and commission attendance policy. He <br />noted that all Commissioners need to attend at least three of the four regular <br />meetings held throughout the year. <br /> <br /> Discussion about the historic walking tour and oral histories followed. <br /> <br /> <br /> <br /> <br /> <br />
