Mr. Phil Hals indicated that the Minnesota Department of Trans- <br />portation indicated that they felt the City's proposal was a reasonable solution <br />to the problem of traffic on Jackson Avenue. <br /> <br />COUNCILMEMBERDUITSMAN MOVED TO ALLOW ONE PARKING SPACE ON JACKSON AVENUE IN FRONT <br />OF MR. CLIFF LUNDBERG'S BUILDING FOR A TRIAL BASIS. COUNCILMEMBER ENGSTROM SECONDED <br />THE MOTION. THE MOTION FAILED 2-3. COUNCILMEMBERS SCHULDT AND GUNKEL AND MAYOR <br />HINKLE OPPOSED. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO AUTHORIZE PARKING FOR ONE CAR ON JACKSON AVENUE IN <br />FRONT OF MR. CLIFF LUNDBERG'S BUILDING FORA THIRTY (30) MINUTE PARKING PERIOD <br />ON A TRIAL BASIS. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED <br />3-2. COUNCILMEMBERS SCHULDT AND GUNKEL OPPOSED. <br /> <br />Mr. Cliff Lundberg indicated that he needed answers from the City Council regarding <br />the proposed curb cuts on Jackson Avenue and 4th Street. <br /> <br />Discussion was carried on regllrding the proposed curb cuts on Jackson Avenue and <br />4th Street and the catch basin at the very corner of Jackson and 4th Street. <br />Councilmember Gunkel indicated that she felt the curb could be placed next to the <br />sidewalk, eliminating a boulevard and that the City could fix the catch basin to <br />raise it to the street level. <br /> <br />Councilmember Duitsman indicated that he could not support the proposed curb cuts <br />on 4th Street and Jackson, but could support the curb to the sidewalk on 4th <br />Street. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO DENY MR. CLIFF LUNDBERG'S REQUEST TO ALLOW FOR CURB <br />CUTOUTS ALONG 4th STREET AND JACKSON AVENUE IN FRONT OF HIS BUILDING. COUNCILMEMBER <br />GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Further discussion was carried on regarding the traffic on 4th Street, the possi- <br />bility of turn lanes on 4th Street and the repair of the catch basis at the corner <br />of Jackson Avenue and 4th Street. <br /> <br />Mr. Phil Hals indicated that the catch basin could be raised and further indicate <br />that there would need to be a slight depression to catch the water rather than <br />have it flow on down 4th Street. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE THE PLACEMENT OF THE CURB NEXT TO THE <br />SIDEWALK AND ELIMINATING THE BOULEVARD IN FRONT OF CLIFF LUNDBERG'S PROPERTY ON <br />4TH STREET. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 3-l. <br />COUNCILMEMBER SCHULDT OPPOSED. <br /> <br />The cost of repairing the catch basin was discussed by the City Council. Mayor <br />Hinkle indicated that he felt the improvement of the catch basin should have been <br />done a long time ago. It was the consensus of the City Council that the City <br />would repair the catch basin in front of Cliff Lundberg's property at the corner <br />of Jackson and 4th Street. <br />
