Heritage Preservation Commission Meeting <br /> Elk River City Hall <br /> July 21,2016 <br /> 5.1 Water Tower Subcommittee Update — discuss 501(c)(3) <br /> Commissioner Mortensen provided the progress update on the articles of <br /> incorporation and the minutes. The application has been complete to the fullest <br /> extent possible prior to an official board and the artifices of incorporation being <br /> created and adopted. <br /> Commissioner Mortensen also suggested submitted an advertisement in the paper <br /> looking for individuals who are interested in being on the board, finalizing the <br /> articles of incorporation, and adapting the bylaws as the board see necessary. Mr. <br /> Carlton requested a paper copy of the articles of incorporation and advertisement,in <br /> order to review and determine the next steps. <br /> Through this process will provide an opportunity to help fund future heritage <br /> preservation needs throughout the City of Elk River, and help formulate a group to <br /> help maintain the water tower site as a whole. <br /> 5.2 Discuss Historic Walking Tour <br /> Mr. Carlton provided an overview of the four walking tour brochures which were <br /> created by students at St. Cloud State University in December of 2014. It was <br /> understood that there were a favorites among the four brochures,however there <br /> were concerns with each brochure due to spelling and historic information errors. <br /> Format: <br /> Chair Fox and Commissioners Mortensen and Lindberg stated the "Elk River <br /> Historic Downtown Tour" and the "Elk River,MN Historic Downtown Walking <br /> Tour" brochure formats were favored over the others. The map following the city <br /> streets and street labels is helpful to direct individuals through the tour. <br /> Chair Fox stated the intent of these brochures is to provide brief summary,while <br /> providing more detail on the website. Mr. Carlton noted there needs to be a balance <br /> of information and text for individuals who do not want to utilize the website on the <br /> tour. <br /> Additional Sites: <br /> Commissioners Mortensen requested Orono Cemetery and Bailey Station Cemetery <br /> be added to the brochures. Mr. Carlton suggested the brochures having key locations <br /> for the walking portion of the tour and adding additional sites as "extra interests" to <br /> drive to. <br /> Commissioners Mortensen requested the historic horse hitching posts be added into <br /> the discussion for Bailey Point Nature Reserve. <br /> Chair Fox suggested adding the first nuclear reactor in the country. This was a large <br /> attraction for many in the area when first opened. <br />
