Mr. Breezee <br />indicated that Federal Government provides flood insurance, and further indicated <br />that the letter from Dale Homuth of the Department of Natural Resources is on <br />file regarding his recommendation that the property could be considered flood <br />fringe. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO INTERPRET THE FLOOD ZONE MAP TO CONSIDER THE <br />NORLING PROPERTY DESCRIBED AS LOTS 4,5,6, AND 7 IN THE 6TH PLAT OF CAMP COZY <br />IN THE FLOOD FRINGE DESIGNATION. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />13. Bid Award for Highway #169 Watermain <br /> <br />Mr. John Gilbertson of Consulting Engieers Diversified indicated that 7 bids were <br />received on the watermain improvement project with the lowest bid by Latour <br />Construction in the amount of $58,539.00. Councilmember Gunkel questioned the <br />contract regarding the delaying of the construction until easements were obtained. <br />Mr. Gilbertson indicated that they were in the process of obtaining the easements <br />through the Planned Unit Development and that construction was contingent upon <br />the obtaining of the necessary easements. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO AWARD THE BID FOR THE CONSTRUCTION OF THE 16" <br />WATER MAIN TO LATOUR CONSTRUCTION IN THE AMOUNT OF $58,539.00. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />14. Pay Estimate #2 for East Main Street Improvement Project <br /> <br />General discussion was carried on regarding the time frame of the project. Mr. <br />John Gilbertson of Consulting Engineers Diversified indicated that the project <br />is actually ahead of schedule, therefore, the final layer of blacktop should be <br />accomplished yet this year. Mr. Gilbertson further indicated that the Highway <br />#169 signal is proceeding, and that the conduit should be in place in the very <br />near future. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE PAY ESTIMATE #2 TO NORTHDALE CONSTRUCTION <br />FOR THE MAIN STREET IMPROVEMENT PROJECT IN THE AMOUNT OF $47,770.58. COUNCIL- <br />MEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />l4~.Acting Building Inspector's Salary <br /> <br />Acting Mayor Schuldt indicated that the City Administrator has requested an in- <br />crease in the Acting Building Inspector's salary from $7.00 to $9.00 per hour. <br />Acting Mayor Schuldt indicated that he did not feel the increase should be made. <br />Councilmember Gunkel indicated that she felt Steve Rohlf's duties and respon- <br />sibilities had increased and that he was filling in for the Building Inspector and, <br />therefore, should be paid for his increase in hours and responsibility. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE AN INCREASE IN MR. STEVE ROHLF'S SALARY <br />FROM THE PRESENT RATE OF $7.00 PER HOUR TO $9.00 PER HOUR UNTIL SUCH TIME AS THE <br />BUILDING INSPECTOR POSITION HAS BEEN FILLED. COUNCILMEMBER ENGSTROM SECONDED <br />THE MOTION. THE MOTION FAILED 2-2. COUNCILMEMBER DUITSMAN AND. ACTING MAYOR <br />SCHULDT OPPOSED. <br />
