Councilmember Schuldt further indicated that he felt the property
would not remain zoned residential. Mayor Hinkle indicated that the zoning ordinance requires that a
conditional use permit be issued for churches constructed in residential zones.
Mayor Hinkle indicated that the Planning Commission reviewed the Assembly of
God's request for a conditional use and recommended that the City Council grant
the conditional use permit with a number of conditions as stated in the City
Administrator's memorandum to the Mayor and City Council dated June 12, 1984.

The Assembly of God's engineer reviewed the proposed building plans for the
City Council. The engineer indicated that the building will be constructed in
two phases to allow for a total of 1,200 people with 297 parking spaces. Discussion
was carried on regarding the design of the building and the fact that a concrete
building is proposed because of the number of people it is proposed to serve.
Discussion was also carried on regarding the use of the building during phase
one and phase two.
