<br /> <br /> <br />. <br /> <br />City Council Minutes <br />May 21, 1984 <br />Page Four <br /> <br />Councilmember Schuldt indicated that he has inspected the proposed site for the <br />daycare/preschool and felt that there is a great deal of work that would have to <br />be done before the building and surrounding area could meet the safety require- <br />ments. Mayor Hinkle indicated that those concerns could be addressed at the <br />time of the conditional use permit application review. <br /> <br />Councilmember Schuldt questioned Rick Breezee, Building and Zoning Administrator, <br />whether or not the play area must be usable prior to opening the operation. <br /> <br />Mr. Rick Breezee indicated that all City and State requirements must be met <br />before a Certificate of Occupancy would be issued. <br /> <br />Discussion was carried on regarding the time frame Ms. Eckdahl and Ms. Kreuser <br />were working in, with regard to opening the facility, State requirements, and <br />other safety issues regarding the proposed building. <br /> <br />5~. Feasibility Study - Watermain Project for the East Main Street Improvement <br /> <br />The City Administrator indicated that previously, the City Council and Utilities <br />Commission determined the need for a water trunk line to be connected somewhere <br />in the Barrington Place PUD, which was anticipated in the Water Improvement <br />Study. <br /> <br />Councilmember Duitsman questioned how long the study would take. The City <br />Administrator indicated that since most the background information is already <br />available, the feasibility study could possibly be completed in two weeks. <br /> <br />COUNCILMEMBER DUITSMAl'NMOVED TO APPROVE RESOLUTION 84-15. ORDERING THE FEASIBILITY <br />STUDY FOR THE WATERMAIN ROJECT FOR THE EAST MAIN STREET IMPROVEMENT. COUNCIL- <br />MEMBER GUNKEL SECONDED T E MOTION. THE MOTION PASSED 3-0. <br /> <br />6. Denzer Request for COI'lditional Use Permit - Public Hearing <br /> <br />Mayor Hinkle indicate~ t at Mr. Gary Denzer of 13425 Southridge Road, Minnetonka <br />has requested a conditio al use permit to locate a temporary trailer on his pro- <br />perty in Section 23, ~ff 203rd Avenue N.W. Mayor Hinkle indicated that Mr. Denzer <br />wishes to use the trahe as a temporary residence while he is constructing <br />a new home. Mayor Hitkl further indicated that the Planning Commission <br />reviewed Mr. Denzertslre uest for a conditilional use permit at their April 24th <br />meeting and unanimous ly ecommended approval of the permit. <br /> <br />Mayor Hinkle opened tJe ublic hearing. <br /> <br />Mr. Randy Lindquest., JrJ erty owner directly west of the Denzer p'r'operty, ex- <br />pressed his concerns ~f ~afety and potential snow removal problems Mr. Denzer's <br />driveway access may cfuS . Mr. Lindquest further expressed concern as to the <br />location of the righttof ay in relation to Mr. Denzer's proposed access to his <br />property. I <br /> <br />.. .
