<br /> <br /> <br /> <br />City Council Minutes <br />May 7, 1984 <br />Page Three <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Ms. Ann Schulz, attorney representing the Whites, indicated that she felt the <br />City Administrator's recommendation requesting permanent home address of guests <br />registered at the campground was above and beyond the Minnesota statute. Ms. <br />Schulz further indicated that she felt the requirement of a home address and <br />place of employment was an evasion of privacy. Ms. Schulz further indicated that <br />she felt the City Administrator's recommendation in his memo to the Mayor and <br />City Council dated May 3, 1984, Items 3 and 4 could be combined as one condition, <br />eliminating the language of intended use. Ms. Schulz further indicated that the <br />condition addressing modifications, additions or alterations was arbitrary and <br />not fair and therefore, requested that it be removed from the conditional use <br />permit. Ms. Schulz indicated that various modifications such as skirting are <br />required for Minnesota's inclement weather. <br /> <br />Mayor Hinkle indicated that the modification condition of the conditional use per- <br />mit was to address the issue of permanency of the vehicles and Wapiti Park. Ms. <br />Schulz indicated that skirting, additions or vestibules were not permanent and <br />could be taken down at a moment's notice. Ms. Schulz further indicated that she <br />felt the conditional use permit could not address the permanent issue fairly. <br /> <br />Mr. Rick Breezee, Building and Zoning Administrator, indicated that there was <br />a definite concern for safety and that the recreational vehicles were constructed <br />as recreational vehicles and not intended to be used as permanent residences. <br /> <br />The City Administrator indicated that the requirement of residents registering <br />their place of employment was included to make sure that the campground was used <br />for recreational vehicle use only. The City Administrator further indicated <br />that the language in number 4 of the conditions is part of the City Code. The <br />City Administrator indicated that the purpose of the campground facility is for <br />tecreational use and the vehicles in the campground are for recreational use and <br />not dwellings for full-time residency. <br /> <br />Mayor Hinkle indicated that the Wapiti Park Campground is a campground and not <br />a mobile home park. <br /> <br />Mr. Bob Westerland expressed his concern of the requirements of the conditional <br />use permit for wapiti Park Campground. Mr. Westerland indicated that he had a <br />permanent site in the Brainerd area which is set up for any length of time and <br />further indicated that he could not understand the concern the City Council <br />has with the Wapiti Park operation. <br /> <br />Discussion was carried on by various residents in the park regarding the type <br />of camp~r trailers they have, the construction of their trailers and the <br />reasons they are at the campgrounds. <br /> <br />Mrs. Marilyn Morgan indicated that their camper-trailer allows her to travel with <br />her hus wnd as he travels from job to job. Mr. Robert Hannley indicated that he <br />is a navy retiree and travels to the south in the wintertime and stays at the <br />Wapiti Campground in the summer. <br /> <br />Further discussion was carried on regarding the need for skirting in the winters <br />in Minnesota and the fact that the skirting around the various trailers is a <br />temporary means of protection. <br />
