<br /> <br /> <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />OCTOBER 24, 1983 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt and Gunkel. <br /> <br />Members Absent: Councilmembers Engstrom and Duitsman <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Cliff Lundberg bill for computer time for the Economic Development Commission <br /> <br />The City Administrator indicated that Mr. Cliff Lundberg has requested $525 for <br />computer and typist time for work done for the Economic Development Commission. <br />General discussion was carried on regarding the cost of the typist and computer <br />time submitted by Mr. Cliff Lundberg. Councilmember Gunkel indicated that she <br />volunteered her time and the use of the computer at UPA for any work the Economic <br />Development Commission may need. Discussion was carried on regarding the rate <br />per hour charged. It was the consensus of the City Council to see the finished <br />product before any decision could be made regarding the bill submitted. It <br />was also the consensus of the City Council to meet with the Economic Development <br />Task Force to discuss a budget for the Economic Development Commission and <br />specific costs that have been submitted. <br /> <br />3. Revenue Sharing proposed use/Public Hearing <br /> <br />Mayor Hinkle opened the public hearing. No one expressed their op~n~on of the use <br />of revenue sharing funds. Mayor Hinkle closed the public hearing. General dis- <br />cussion was carried on by the City Council regarding revenue sharing funds and <br />the various uses of revenue sharing funds. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO CONSIDER THE PROPOSED USE OF REVENUE SHARING FUNDS <br />IN THE STREET DEPARTMENT. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />4. Heavenly Hills Easements <br /> <br />The City Administrator indicated that the contractor has moved out of the Heavenly <br />Hills project. The City Administrator further indicated that Mr. Joel Nystrom's <br />attorney has now agreed to the City's proposal of $2,750 for the easement necessary <br />for the road improvement project. General discussion was carried on regarding the <br />payment of the easement or condemnation and whether the contractor could be <br />brought back in to complete the project. <br /> <br />The City Administrator indicated that the Engineer would try to get the con- <br />tractors back and further indicated that it was expected that Class 5 would be <br />placed on as much of the project as was possible. <br />
