The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />Item l6h - Report of School Board Meeting was added to the May 16, 1983, City <br />Council Agenda. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE MAY 16, 1983, CITY COUNCIL AGENDA <br />AS AMENDED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE MINUTES OF THE BOARD OF EQUALIZATION <br />MEETING APRIL 27, 1983. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE MINUTES OF THE MAY 2, 1983, CITY <br />COUNCIL MEETING. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />4. Open Mike <br /> <br />Mr. Ken Case, President of the Softball League requested that the City Council <br />reconsider the issuing of a non-intoxicating malt liquor license for the softball <br />fields. Mr. Case indicated that there are a lot of softball teams that don't <br />have sponsors and want to have tournaments, as that is the only way they can <br />make money to support their team. Mr. Case indicated that the profits come from <br />the tournament and the sale of beer. Mr. Case further indicated that the in- <br />dividual softball teams now have a problem with obtaining their license because <br />of the requirement for liability insurance. <br /> <br />Councilmember Schuldt indicated that the City Council had denied the request <br />for a non-intoxicating malt liquor license by two teams because of the private <br />sponsorship which doesn't meet the non-profit organization criteria. Council- <br />member Schuldt suggested the Softball Association obtain the liability insurance. <br />Mr. Case indicated that the Association is not incorporated and the individual <br />members do not want the risk of the liability. <br /> <br />Mayor Hinkle indicated that he has received complaints regarding the late hours <br />at the softball fields, along with complaints of bad language and noise. Mr. <br />Case indicated that the softball leagues would make a sincere effort to cooperate <br />with the City regarding the complaints from citizens in the area, and the clean- <br />up of the field after games. <br /> <br />Mayor Hinkle indicated that most other communities do not allow drinking in their <br />parks at all. Discussion was carried on regarding the sale of beer at the Sand <br />Creek Park in Coon Rapids. It was suggested that the softball leagues check into <br />Coon Rapids and see how they handle the insurance situation. <br />
