<br /> <br /> <br /> <br />City Council Minutes <br />April 4, 1983 <br />Page Three <br /> <br />General discussion was carried on regarding the time sequence of all of the pro- <br />posed projects for the City of Elk River. Mr. Maurer indicated that the City of <br />Elk River should go out for bids within the next two to four weeks for the storm <br />sewer project and that discussion of the water project should follow. Mr. Maurer <br />indicated that the Main Street project should be ready for bids at the end of 1983 <br />with construction to start in 1984, along with the bridge construction and the <br />Highway #10 improvement project. <br /> <br />7k <br />2. <br /> <br />Senior Center Funding <br /> <br />Councilmember Gunkel indicated that in late January, an article appeared in the <br />newspaper requesting input from the senior citizens regarding activities for senior <br />citizens within the City of Elk River. Councilmember Gunkel indicated that Dee <br />Kratzke, coordinator for the senior citizens high-rise center, indicated that the <br />surveys have been returned and it is the consensus of opinion that there are not <br />enough scheduled or coordinated activities for senior citizens. Councilmember Gun- <br />kel indicated that Dee Kratzke has indicated that they will approach the City Coun- <br />cil for funding to hire a part-time coordinator for senior citizens activities and <br />funding for some expenses necessary for the coordination of the senior citizens <br />activities. Councilmember Gunkel indicated that they have suggested approximately <br />$5,000 for a salary for a part-time coordinator and further indicated that Communi- <br />ty Ed has committed $1,000 toward the salary of an intern coordinator at the end of <br />a four month internship. <br /> <br />General discussion was carried on regarding City funding of senior citizens activities. <br />Mayor Hinkle suggested that there may be volunteers interested in working with senior <br />citizens in coordinating activities. Councilmember Schuldt indicated that he felt <br />the City did not have the funding to provide for the coodination of senior citizen <br />activities. Discussion was carried on regarding other communities that do provide <br />city-funded senior citizen centers and the Community Ed involvement with the coordin- <br />ation of senior citizens activities. It was the consensus of the City Council to <br />consider funding for senior citizens activities at the time of request. <br /> <br />8. Board of Review Date <br /> <br />The Deputy City Clerk indicated that the Board of Equalization meeting has been set <br />for April 27, 1983 at 7:00 p.m. at the County Administration Building. <br /> <br />8k <br />2. <br /> <br />City of Elk River Landfill <br /> <br />Councilmember Schuldt indicated that he has some concern regarding the semi-loads <br />of trash brought in from St. Cloud to the landfill and the latest development, <br />specifically, the City of St. Paul bringing junk and trash from the school con- <br />taminated by PCB's, to the Elk River Landfill. Councilmember Schuldt expressed his <br />concerns of local government not having any control. <br /> <br />Mayor Hinkle indicated that the landfill in Elk River is privately-owned and con- <br />trolled by the County and further indicated that State Statute does not allow for the <br />drawing of boundaries regarding the transporting of trash or garbage. Mayor Hinkle <br />indicated that the Elk River Landfill provided the lowest bid to the City of St. <br />
