Box 490 <br /> Elk River, MN 55330-0490 <br /> RE: BOYS AND GIRLS CLUB <br /> SITE UTILITY AND GRADING PLAN REVIEW <br /> Dear Mr. Ach: <br /> As requested, we have reviewed the Site Utility and Grading Plan for the proposed Boys and <br /> Girls Club to be built in the southeast corner of Lion's Park. The plan was prepared by John <br /> Oliver&Associates and was dated March 13, 1998. Based on our review and comments <br /> • received at the staff review meeting, we would offer the following comments: <br /> A. SANITARY SEWER AND WATERMAIN <br /> The plan currently shows connecting to the 6" sanitary sewer and 6" watermain stubs off <br /> of Jackson Avenue, which were intended to serve Bud Holton's lot. The sanitary sewer <br /> shows extending 6" pipe into the site including three manholes at the 90-degree bends. <br /> The water shows a 6" watermain being extended into the site with a fire hydrant located <br /> at the end prior to the building. In discussions with Bryan Adams and Bob McCartney of <br /> the Elk River Municipal Utilities and Bruce West of the Elk River Fire Department, there <br /> seems to be a disagreement as to how to serve the site. Bryan and Bob would prefer <br /> that the 6" water line not be extended into the site with no hydrant placed near the <br /> building, but rather an adequately sized service for the building's water consumption be <br /> extended into the site. The reason for this is twofold: one, a 6" line will be dead-end <br /> with no potential for looping any time in the future. The second issue is soils in this area <br /> are quite organic and very unstable, which makes pipe bedding very difficult. Sand pipe <br /> bedding would have to be imported, but there is still no guarantee that in the future <br /> settlement or movement of the pipe line may cause watermain leaks. Bruce, on the <br /> other hand, feels that a hydrant is necessary near the building for fire fighting purposes. <br /> The closest existing hydrant is located at Jackson Avenue and the entrance road to <br /> Lion's Park. These two departments will continue to discuss this issue and the plan <br /> should be changed if necessary to reflect their conclusion. <br /> The sanitary sewer, as described above, would essentially provide for two individually <br /> • owned parcels—the Boys and Girls Club and the Bud Holton property—to be serviced <br /> through the same sanitary sewer service. This is in violation of the City Ordinance.
