Westwood Professional Services,Inc. <br /> Exhibit B V <br /> • <br /> 14180 West Trunk Highway 5 <br /> Eden Prairie,Minnesota 55344 <br /> 612/937-5150 <br /> MEMORANDUM April 29 , 1997 <br /> CPDC ELK RIVER WETLANDS <br /> WETLAND DELINEATION <br /> Wetlands were delineated and flagged in the field during September and October, 1996 by Westwood <br /> Professional Services, Inc.using the Corps of Engineers Wetlands Delineation Manual(Environmental <br /> Laboratory, 1987). This manual is used to delineate wetlands under both Section 404 of the Federal <br /> Clean Water Act and the Minnesota Wetland Conservation Act of 1991 (as amended). Delineated <br /> wetlands are shown on the attached Wetland Boundaries Map and summarized in the following table. <br /> Background data used to identify potential wetland areas before conducting the delineation in the field <br /> include National Wetlands Inventory(NWI) mapping; the Minnesota Department of Natural Resources' <br /> (DNR)Protected Waters and Wetlands Inventory; portions of the Soil Survey of Sherburne County; and <br /> annual color Food Security Act(FSA) slides from 1981 to 1995. <br /> Delineation Results <br /> • <br /> The site contains 39 wetlands that encompass a total of 83.97 acres. Six or more of these basins <br /> currently serve as receiving ponds for pig feedlot runoff. The nature of these wetland has changed <br /> significantly since the pig farm was constructed in the mid 1960s, and the manure carried by runoff has <br /> impacted the quality of waters in these basins. In order to determine whether any of the wetlands in the <br /> pig feedlots may have been unintentionally created and therefore subject to exemption, historical aerial <br /> photography taken for three years (1939, 1953, and 1969). All of the wetlands located in the pig feedlots <br /> appeared on aerial photography from these three years. Although swine farming has impacted these <br /> wetlands, it does not appear to have been responsible for wetland creation. <br />
