Request For Change in Cable Service Territory <br /> <br />The City Administrator indicated that he had spoke with Mr. Jim Daniels, the <br />general manager of Rite Cable Company and stated that Mr. Daniels had requested <br />that the City of Elk River's initial cable service area be amended. The City <br />Administrator indicated that what the amendment consisted of was a swap of <br />Heavenly Hills for Brentwood. The City Administrator stated that he has <br />some concerns regarding this trade and stated that his main concern was that <br />once you delete an area from the initial service area, there is no guarantee <br />it will be let back in unless it meets the density threshold of 40 dwelling <br />units per square mile. It was the Council's concern that Heavenly Hills would <br />have a hard time meeting that density threshold. Mayor Hinkle indicated that he <br />would be in favor of adding Heavenly Hills and not trading. It was the consensus <br />of the City Council to encourage Rite Cable Company to do nothing regarding the <br />trade and further to encourage them to include the Heavenly Hills area in the <br />initial service area. <br /> <br />6C. Minnesota Finance Officers Conference <br /> <br />The City Administrator stated that he felt the Minnesota Finance Officers <br />Conference would be a valuable conference for Lori Johnson, the new Finance <br />Officer to be attending. Councilmember Schuldt stated he felt that the City <br />Council has had a policy of not sending newly employed people to conferences <br />and felt that the Council should request a probationary period before newly <br />employed people are allowed to attend any major conferences. <br /> <br />Councilmember Williams indicated that the money was already budgeted for the <br />previous City Clerk to attend and felt that the new finance person should be <br />able to attend the conference. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO GRANT PERMISSION TO LORI JOHNSON, THE NEW FINANCE <br />OFFICER FOR THE CITY OF ELK RIVER, TO ATTEND THE MINNESOTA FINANCE OFFICER'S CON- <br />FERENCE. COUNCILMEMBER GUNKEL SECONDED THE MOTION. <br /> <br />Councilmember Schuldt disagreed with the motion and stated he felt new employees <br />should not attend conferences until they have had a chance to demonstrate their <br />ability to the city. Councilmember Engst:rom stated that he felt there were many <br />items which were computer related on the agenda and felt it would be a missite not <br />not to send Ms. Johnson to the Seminar. Councilmember Williams stated that he <br />viewed the seminar as a working, schooling type of an atmosphere and felt it would <br />make Ms. Johnson a better employee for the City, and further stated this was his <br />reason for making the motion. Councilmember Engstrom indicated he felt the con- <br />ference came at an opportune time. <br /> <br />THE MOTION PASSED 4-1. COUNCILMEMBER SCHULDT VOTING AGAINST THE MOTION. <br /> <br />7. <br /> <br />Administrative Subdivision Request by J. Frank and T. Rauch/Public Hearing <br /> <br />The City Administrator stated that on October 18, 1984, the applicant, T. Rauch, <br />was granted an administrative subdivision by the City Council and also on July 15, <br />1985, he was granted another subdivision. The City Administrator further indicated <br /> <br />
