The redevelopment plans consist of replatting the <br /> existing lot into 3 lots and developing each of the lots. The three components <br /> of the redevelopment plans are the construction of a medical clinic, <br /> construction of a retail building and the conversion of the end cap into a class <br /> I restaurant with on sale liquor and retail space. Scherer Company, current <br /> owner of the mall, will be developing the freestanding retail site and the <br /> restaurant/retail space. North Memorial Health Care will be developing the <br /> medical clinic site. <br /> This report will include a review of the preliminary plat and the conditional <br /> use permits for the retail building and the restaurant/ retail space. The clinic, <br /> even though it is a component of the overall redevelopment plan, is being <br /> brought forward by North Memorial Health Care and will be the subject of a <br /> separate report. The applicants, Scherer Company and North Memorial <br /> Health Care, will give a joint presentation to the Commission. <br /> Preliminary plat <br /> The preliminary plat for Elk River Plaza 4th Addition involves replatting Lot <br /> 4, Block 2, Elk River Plaza into 3 lots. Lot 1 is 1.7 acres, Lot 2 is 2.5 acres <br /> and Lot 3 is 4.1 acres. <br /> • The existing drainage and utility easements are to remain in place. An <br /> additional 10 foot easement will need to be provided along the north property <br /> line of Lot 3 and the northwest corner of Lot 1. A 10 foot easement will also <br /> have to be provided along the south property line of Lot 3, along a portion of <br /> the east property line of Lot 3 and across Lot 2 to the north property line of <br /> Lot 2. <br /> No new access drives from Freeport are proposed. The project will utilize the <br /> existing drives from Freeport Avenue at the north end and middle of the <br /> plaza. Adequate parking is being provided on each of the individual lots. <br /> However, overall parking in the plaza does not meet the parking <br /> requirements for the existing and proposed uses. Cross parking and access <br /> easements will be in place to allow all tenants in the plaza, including the <br /> theater, use of the entire parking lot. <br /> Site Plan <br /> The applicant is requesting conditional use permits for two buildings. One is <br /> a 15,000 square foot freestanding retail building, the other is a 13,000 square <br /> foot restaurant/retail building which will be attached to the north end of the <br /> existing theater.
