We have reviewed the proposed revisions to the district <br /> boundaries. The City is to be commended. The new boundaries appear to more closely <br /> follow the intent of the state Wild and Scenic River statute by relating the concept of <br /> preservation with the physical characteristics of the land. The present boundaries can, <br /> • <br /> at best, be charitably described as an arbitrary and capricious exercise of power without <br /> any rational relationship to the physical and economic realities of our community. <br /> The Mississippi River is a valuable natural resource which should be available to all <br /> segments of our society. We appreciate the fact the City of Elk River recognizes the fact <br /> that a major river is an avenue of commerce as well as a source of scenic beauty. <br /> We are residents and business owners in this community. Without the ordinance <br /> amendment we are prohibited from expanding or rebuilding our present office building. <br /> While we do not plan to have the building destroyed at this time, we also do not want <br /> to be placed in the position of having to move simply because an ordinance was adopted <br /> years ago which has little or no relationship to the historic development of Elk River. <br /> We urge the speedy adoption of the proposed amendments to the Elk River Zoning <br /> Ordinance as proposed by the City of Elk River as set forth in the memo dated May 25, <br /> 1999. <br /> Sincerely, <br /> TE STRA'BLACK, BRANDELL & JENSEN <br /> • i � <br /> 111 /(1462"--- <br /> nald G.
