410 <br /> A. In order to preserve and protect the Mississippi River <br /> and its adjacent lands which possess outstanding scenic, <br /> recreational, natural, historical, scientific, and similar <br /> values, the Mississippi River in the city of Elk River has <br /> bee designated as a Wild and Scenic River District, the <br /> boundaries of which are based on the Mississippi River rule, <br /> Minnesota Rules, parts 6150. 0910 and 6105. 0950. <br /> B. The boundaries of the Mississippi Wild and Scenic River <br /> District are shown on the map as designated as the City of <br /> Elk River Official Zoning Map, which is made a part of this <br /> ordinance and is on file with the zoning administrator. In <br /> . case of conflict between the Zoning Map and the property <br /> descriptions in Minnesota Rules, the latter shall prevail . <br /> 2 . Mississippi Wild and Scenic River Overlay District. <br /> A. Overlay Concept - The Mississippi Wild and Scenic River <br /> District for the City of Elk River shall be treated as an <br /> Overlay District. All Permitted, Accessory, Conditional, and <br /> Prohibited Uses as specified by the applicable underlying <br /> Zoning District shall apply, except that marinas and <br /> extractive uses are prohibited. The development of public or <br /> private recreational facilities shall conform to the design <br /> specification guidelines in Minnesota Rules, part 6105. 0940. <br /> These underlying districts are shown on the Zoning Map, and <br />
