DWELLING UNIT: any structure or portion of a structure, or other <br /> shelter designed as short- or long-term living quarters for one or <br /> more persons, including rental or time-share accommodations such <br /> as motel, hotel, rooms, and cabins. <br /> ESSENTIAL SERVICES: underground or overhead gas, electrical, <br /> steam, or water distribution systems; collection, communication, <br /> supply, or disposal systems, including poles, wires, mains, <br /> drains, sewers, pipes, conduits, cables, fire alarm boxes, traffic <br /> signals, hydrants, and other similar equipment and accessories in <br /> conjunction therewith; but not including buildings or transmission <br /> services. <br /> HARDSHIP: as used in conjunction with the granting of a variance <br /> under this ordinance, means the property in question cannot be put <br /> • to a reasonable use under the conditions allowed by this <br /> ordinance.
