ITEM # 'S 6 .1.-6.4 . <br /> Memorandum <br /> Ilt <br /> ity of <br /> .lk River TO: PLANNING COMMISSION <br /> FROM: STEPHEN ROHLF, BUILDING <br /> & ZONING ADMINISTRATOR <br /> DATE: MAY 25, 1999 <br /> SUBJECT: ORDINANCE AMENDMENTS <br /> CREATING A HERTITAGE <br /> PRESERVATION COMMISSION <br /> AND OVERLAY ZONING <br /> DISTRICT (Case#s OA 99-6, <br /> 99-7,99-8, & 99-9) <br /> A group of local citizens interested in Elk River's history have been meeting for the last <br /> several months. The main goal of the group is to create a written history of Elk River. In <br /> order to legitimize this effort,the group is recommending that the city create a Heritage <br /> Preservation Commission(HPC). <br /> Creating a HPC is a benefit to Elk River for the following reasons: <br /> • <br /> • establishing credibility to preservation efforts, <br /> • making the city eligible for funding sources, <br /> • placing the city in a proactive position for identifying and preserving our heritage. <br /> Attached to this memo are the following ordinance amendments that will be needed to <br /> create a HPC in Elk River and specify its duties: <br /> • Section 215 - "Heritage Preservation Commission" -establishes a Heritage <br /> Preservation Commission in Elk River and specifies its duties <br /> • Section 908 - "Definitions" - adds definitions for a Heritage Preservation Commission <br /> and a Heritage Preservation Site <br /> • Section 910 - "Establishment of Districts" - creates a Heritage Preservation Site <br /> Overlay Zoning District <br /> • Section 912 - "Permitted, Accessory, and Conditional Uses by District" - establishes <br /> the uses allowed on a Heritage Preservation Site <br /> The attached ordinances have been reviewed by the State Heritage Preservation Office <br /> and have been deemed to meet their requirements for a legitimate HPC.
