Memo to the City Council and Planning CommissionBmxudt2 <br /> March 29, 1999 <br /> Page 2 <br /> • Staff Concerns <br /> In October, staff went on a fact finding trip to the St. Micheal track. From <br /> that trip several observations were made that should be considered when <br /> evaluating the proposal at Hillside City Park. These observations have been <br /> shared with the BMX group and were addressed at the March 10th Park and <br /> Recreation Meeting. The observations are as follows: <br /> St. Micheal Track Fees <br /> • $2.00 per practice <br /> • $8.00 per race <br /> • St. Micheal breaks even on concessions <br /> • Fees are low and St. Micheal BMX association barely breaks even <br /> ABA Recommended Track Size <br /> • 5 acre site <br /> • 1000' track <br /> • 1.5 acre of parking <br /> • Hillside City Park dump area is roughly 4.2 acres of available area <br /> • Recommended Parking <br /> • Parking required for small events - 40-60 cars <br /> • Parking for large events - 275 cars <br /> • Hillside City Park concept plan holds roughly 100 cars plus 80 near <br /> County Rd No.12 <br /> Insurance <br /> • The ABA has insurance for sanctioned events <br /> • The BMX association has insurance for the site and facilities <br /> Security Concerns of Hillside City Park <br /> • Poor visibility from roads and nearby residences <br /> • Securing the site from vandalism <br /> • Noise <br /> • Fencing off of area during non-use times (4' fence vrs. 6' fence) <br /> Recommended Supervision <br /> • 2-4 parents when open <br /> • Someone to patrol for maintenance problems and for security. <br /> Track Use <br /> • Open 2-3 times per week <br /> • • Special events 3 times per summer and 2 in Fall. <br /> \\el kriver\sys\shrdoc\planning\stevewen\ccmmo\bmxudt2.doc <br />
