The grading elan should <br /> be modified to show provisions that will be utilized during the grading and turf <br /> establishment phases of the project to prevent erosion. <br /> C. UTILITIES <br /> • The utility plan does not show looping of the water main in the cul-de-sac areas. <br /> According to Elk River Municipal Utility policy, all cul-de-sac water mains need to be <br /> looped. It appears that it will be relatively easy to loop the cul-de-sac in Phase Four <br /> to the street in Phase One along the storm sewer alignment and to loop the cul-de- <br /> sac in Phase Two with the easterly cul-de-sac in Phase Four, again, along the storm <br /> sewer alignment and through Outlet C where the pond is proposed. The cul-de-sac <br /> in the southeast corner in Phase Three could also be looped along the storm sewer <br /> alignment to 193'd Avenue. Using the same route as the proposed stern sewer for <br /> looping will minimize, if not totally eliminate, any tree removal due to water main <br /> looping. <br /> • Each of the sanitary sewer manholes in the cul-de-sacs could be pulled back slightly <br /> and terminated much closer to the center of the cul-de-sac. <br /> • The street design on 193`d Avenue proposes a median down the center of the street, <br /> We have discussed this issue with Phil Hals, Street Superintendent, arid he has <br /> indicated a willingness to be responsible for maintenance of these island areas. The <br /> City would not maintain the two island areas in the "eyebrow" cul-de-sacs along <br /> 193rd Avenue, The design of these should consider low maintenance type of <br /> construction. <br /> • The developer should be made to escrow monies for the utility extensions ;and street <br /> construction at the east end of 193`d Avenue where the temporary pending area is <br /> proposed. in the future, this pond can be eliminated and the storm sewer -un to the <br /> east ultimately outletting to the ditch system located east of the plat. <br /> If you have any questions regarding any of these issues, please call me. <br /> • <br /> S.ncerely, <br /> HOWARD R.
