Box 490 <br /> 13065 Orono Parkway <br /> Elk River, MN 55330 <br /> RE: HILLSIDE ESTATES NINTH ADDITION <br /> Dear Planning Commission Members: <br /> Since last month's Planning Commission meeting when the commission reviewed the HillSide <br /> Ninth Addition, we have had a chance to meet with the developer and his engineer to discuss <br /> IDchanges to the grading plan. The revised grading plan is included in this month's planning <br /> commission packet. It reflects a much more realistic plan of what needs to be graded initially <br /> and what grading can be left to the discretion of the homebuilder, depending upon the size and <br /> style of home to be constructed on the lot. Most of the deficiencies that we noted with the <br /> grading plan presented at last month's meeting have been changed. Most notably, the house <br /> pads at the north end of the plat that were below grade have been raised and the house pads in <br /> the southeast corner of the plat that appeared to be too high and have steep driveways have <br /> been adjusted. The developer has also adjusted the grade on 193rd Avenue providing for <br /> landing areas for the intersecting street. <br /> The current grading plan shows a heavy line indicating the approximate mass grading limits. <br /> We would suggest that in four areas these be expanded to a somewhat larger area. We make <br /> this suggestion because in these areas there is cross lot drainage that needs to be established <br /> prior to any homes being constructed. The areas in question would be in phase 2 Lot 16 and <br /> 17, phase 3 Lots 3 and 4 and phase 4 Lots 25 and 26 and 29 through 33. With those minor <br /> adjustments to the mass grading limits, we would recommend approval of the revised grading <br /> plan. <br /> Because of the effort to minimize the removal of vegetation, there are still a number of areas <br /> where cross lot drainage does not specifically follow lot lines, therefore, would not be within <br /> normal drainage and utility easements required on the plat.
