Memo to Planning Commission/CU 99-9 <br /> March 23, 1999 <br /> Page 2 <br /> • this location. The house on Meadowvale Road will be use as church office space, storage <br /> and meeting rooms. The applicant has plans of constructing their church on this property. <br /> At that time they will be applying for a conditional use permit for the church. <br /> The applicant is proposing a gravel parking area behind the house which will <br /> accommodate 15 spaces. Other than the installation of the parking lot no other exterior <br /> improvements are proposed at this time. Since future development of this site is planned, <br /> the applicant does not wish to install permanent improvements only to have to remove <br /> them when they develop the site. <br /> Since the proposed use of the site at this time is for a church office and small group <br /> meeting space,the Commission could consider not requiring permanent improvements <br /> such as paved parking and curb and gutter. However, staff would like to see landscaping <br /> and screening installed at this time. By installing landscaping with this conditional use <br /> permit, it will have an opportunity to grow and provide a better buffer and screen for <br /> adjacent residences when the property is developed. <br /> Recommendation <br /> It is recommended the Planning Commission recommend approval of Living Waters <br /> Church's request for a conditional use permit to allow the use of an existing house as a <br /> church office, storage and small group meeting space with the following conditions: <br /> • <br /> 1. A landscape plan be provided and approved by staff which screens the adjacent <br /> properties to the north and south. <br /> 2.
