Memo to Planning Commission/CU 99-11 <br /> March 23, 1999 <br /> Page 4 <br /> IIIRecommendation <br /> Staff recommends that the Planning Commission recommend approval of the <br /> applicants request for a conditional use permit to expand an existing church <br /> in the Rlc zoning district with the following conditions: <br /> 1. THAT THE CHURCH PROPERTY, LOTS 10, 11, 12, 13, 14, HOULTON'S <br /> ADDITION BE COMBINED AS ONE LOT. <br /> 2. THAT A VARIANCE BE GRANTED FROM THE PARKING SETBACKS PRIOR <br /> TO WIDENING THE DRIVE ALONG THE NORTH SIDE OF THE CHURCH. <br /> 3. THAT THE BUILDING CONFORM TO THE UNIFORM BUILDING CODE AND <br /> ANY RECOMMENDATIONS OF THE BUILDING AND ZONING DEPARTMENT. <br /> 4. THAT THE SITE BE LIGHTED TO CONFORM WITH THE ELK RIVER CITY <br /> ORDINANCE. <br /> 5. THAT THE SITE BE BUFFERED ALONG THE NORTH PROPERTY LINE TO AN <br /> OPACITY OF 80%AS REQUIRED BY THE ELK RIVER CITY ORDINANCE. <br /> 6. THAT TREES REMOVED FOR CONSTRUCTION PURPOSES BE REPLACED <br /> ON SITE. <br /> • 7. THAT ANY DRIVE LANES LESS THAN 24 FEET WIDE BE SIGNED FOR ONE- <br /> III <br /> NE- <br /> WAY TRAFFIC. <br /> 8. THAT THE DRIVEWAY AROUND THE CHURCH BE SIGNED NO-PARKING. <br /> 9. THAT THE PARKING ADJACENT THE EXISTING GARAGE BE SIGNED AND <br /> LIMITED TO ONE VEHICLE. <br /> 10. THAT THE DEMONSTRATED PARKING AREA BE INSTALLED UPON THE <br /> REQUEST OF THE CITY. <br /> 11. THAT THE PARKING AREA SHALL CONTAIN A B6-12 CONCRETE CURB AND <br /> GUTTER ON THE PORTIONS OF SUCH AREAS WHICH FRONT ON A PUBLIC <br /> RIGHT-OF-WAY EXTENDING BACK TO THE BUILDING WALL. <br /> 12. THAT 10 FOOT DRAINAGE AND UTILITY EASEMENTS BE GRANTED TO THE <br /> CITY ALONG ALL PROPERTY LINES. <br /> 13.
