Memo to Planning Commission <br /> March 23,1999 <br /> Page 2 <br /> • west and south will be screened by either existing woods or a hill. There is an existing <br /> row of evergreens planted along the east property line. <br /> The pole building will be used for storage of equipment. An outdoor storage area is <br /> proposed along the east side of the pole building. Any outdoor storage of materials would <br /> have to be completely screen from adjacent properties and the street. A stockade fence, <br /> along with landscaping, could be use to screen the proposed storage area. All equipment <br /> will have to be stored within the pole building. All outdoor storage should comply with <br /> the setback requirements for accessory structures. <br /> The area between the house and the street is proposed to be used as growing area for <br /> ornamental and shade trees. The applicant should check with NSP to see what type of <br /> restrictions are involved with planting trees within their easement. The applicant has <br /> indicated that some of the trees planted in the growing areas will be left to mature and <br /> provide a screen. <br /> The applicant has also indicated he would like to conduct retail sales from May 1st to <br /> July 1st. Retail sales are not usually associated with home occupations unless they are <br /> clearly incidental to the services provided in the dwelling. An example of typical retail <br /> sales is the sale of a line of shampoo and hair treatments incidental to a home hair salon. <br /> • The applicant is also proposing an 16 square foot freestanding sign. The ordinance allows <br /> only a 2 square foot wall sign. The proposed freestanding will not be allowed. <br /> Recommendation <br /> The Rla zoning district is intended to be primarily a rural residential district but may also <br /> include agricultural related uses. A landscaping business as a home occupation could be <br /> considered an agricultural related use, especially if most of the site will be used for the <br /> growing of nursery stock. Staff has some concern with allowing retail sales. Any outdoor <br /> storage of materials and supplies will have to be in an enclosed area and no outdoor <br /> storage of equipment should be allowed. Staff is recommending the Planning <br /> Commission recommend approval of the request for a conditional use permit to allow a <br /> landscaping business as a home occupation with the following conditions: <br /> 1. All outdoor storage of materials and supplies shall be within an enclosed area so that <br /> it is not visible from the street or adjacent properties. <br /> 2. The enclosure shall consist of a stockade fence and shall also include landscaping as <br /> approved by staff. <br /> 3.
