Box 490 <br /> Elk River, MN 55330-0490 <br /> RE: HILLSIDE ESTATE 9th ADDITION <br /> Dear Mr. Harlicker: <br /> As requested, we have reviewed the information submitted for the Hillside Estates 9� i Addition. <br /> • The three plan sheets consisted of a street and boulevard site grading plan, grading and <br /> drainage plan, and preliminary utility plan. All three plans were prepared by Charles W. Plowe <br /> Consulting Engineer and were dated February 4, 1999. Based on our review, we iuuould offer <br /> the following comments: <br /> A. GRADING PLAN <br /> • The developer indicated by submitting a street and boulevard-grading plan, that it <br /> would be his desire to only grade these areas and to leave the actual lot gr-ading until <br /> the time of house construction to preserve trees on the lots. The developer has <br /> indicated custom homes will be built in this area and it is difficult to anticipate the <br /> specific trees to be removed for each specific house. However, the overall-grading <br /> plan would indicate that nearly all of the lots would have grading through the house <br /> pad and some even beyond the house pad. This will not allow much opportunity, if <br /> any, to preserve trees from the street to the rear of the house pad. Because there is <br /> anticipated to be significant grading on many of the lots, we would recommend that <br /> the developer would be required to at least grade a small pad into each of he lots. It <br /> has been our experience that when the house pads require significant grading and <br /> the developer does not do this, it is very difficult to get the home builder 7o do this <br /> work. Most homebuilders attempt to balance the dirt on the lot when constructing a <br /> home and do not want to export or import additional fill material. If the lots are not <br /> graded properly before the home construction, the builders typically want to adjust <br /> the development plan grades. This approach to home construction leads to many <br /> difficulties for the building department. <br /> • There are numerous homes along the northern tier of the development that appear to <br /> • have garage elevations below the street grade.
