Memo to Planning Commission/CU99-2pc <br /> February 23, 1999 <br /> Page 2 <br /> • The applicant is wants to amend the conditional use permit to allow a <br /> temporary building to be used for the processing and storage of special soils <br /> and vehicle storage. The building is being considered as a temporary <br /> building, as it lies within the reclamation area and in close proximity to a <br /> possible county road connection between Brook Road and County Road <br /> No. 33. <br /> Building Location <br /> The location of the building was chosen because it is in a low area, out of the <br /> wind and generally screened from adjacent properties by existing vegetation. <br /> Two residences to the north will have an unobstructed view of the building. <br /> The Ronallo residence is roughly 700 feet to the and the Lemmon residence is <br /> roughly 1000 feet to the north. <br /> Due to the temporary nature of the building and the distance from <br /> neighboring residences, staff is not recommending any screening of the <br /> building from the north. <br /> County Engineer Comments <br /> • The County Engineer, Dave Schwarting was asked to comment on the <br /> location of the proposed because of the proximity to a possible County Road <br /> connection between Brook Road and County Road No. 33. The County <br /> Engineer expressed no concern regarding the proposed location because the <br /> building is temporary and the road being a only a long term possibility. <br /> Building Department <br /> The Building Department has concerns with the building proposal in regards <br /> to ventilation, irrigation, restrooms and septic, and access to the building. <br /> Approval will be contingent on the building meeting the Uniform Building <br /> Code and the concerns of the Building Department (See attached letter from <br /> Cliff Skogstad). <br /> Architectural Standards <br /> The Elk River City Ordinance requires 25% of the exterior building be <br /> finished with approved or comparable exterior building finishes.
