<br /> <br /> <br /> <br />City Council Minutes <br />June 17, 1985 <br />Page Ten <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or in opposition of <br />the variance- request. Mayor Hinkle closed the public hearing. <br /> <br />Ms. Dee Kratzke indicated that she felt the enclosed parking that was available <br />for their existing building was more than adequate to meet the needs of residents <br />in the proposed building also, in light of the fact that most of the residents <br />were too elderly to drive and no longer owned vehicles. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE VARIANCE REQUEST BY GUARDIAN ANGELS <br />FOUNDATION FOR NO ENCLOSED PARKING SPACES FOR THE PROPOSED NEW:'MULTI-FAMILY HOUSING <br />STRUCTURE. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />14. Thomas Madson Variance Request - Public Hearing <br /> <br />Chairman Tralle indicated:\ that the Planning Commission reviewed the request by <br />Mr. Madson for a variance to the City's Zoning Ordinance to allow him to construct <br />a 4,000 square foot metal-skinned structure to be used for storage of equipment <br />and vehicles approximately 125 feet from a neighboring residence. Commissioner <br />Tralle further indicated that the Planning Commission recommended approval with <br />a 4-2 vote in favor of the variance, with the following stipulations: <br /> <br />1. That the building not exceed 1,000 square feet in size. <br />2. That the building be used for storage only. <br />3. That the small metal-skinned accessory building be removed from the property <br />that presently exists <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Mrs. Madson indicated that she protested the stipulations made by the Planning <br />Commission, it that a 1,000 square foot building would not possibly be large <br />enough to house the equipment they owned and much it would have to be <br />left outside to deteriorate. She further stated that the metal-skinned accessory <br />structure they have been asked to removed is needed for storage of their <br />children's bikes, fishing equipment, etc. <br /> <br />Chairman Tralle indcated that he felt the question that needed to be addressed <br />was whether or not the use of the proposed building would be agricultural. He <br />further stated that if the use was not determined to be agricultural, the building <br />code limited accessory structures to be 1,000 square feet or less in size. <br /> <br />Mr. Becher, a neighboring nis icent ,indicated his support for the variance request. <br /> <br />Councilmember Engstrom indicated that he understood the reason for the request <br />was because the buitding was to be metal-skinned and metal-skinned buildings <br />were required to be 600 feet from neighboring residences. <br /> <br />Discussion was carried on regarding the use of the proposed structure and needs <br />of the Madsons. <br /> <br />Mayor Hinkle closed the public hearing. <br />
