Memo to the Planning Commission/P 96-13 <br /> June 24, 1997 <br /> Page 2 <br /> • Project Overview <br /> The preliminary plat still involves the same 38 acres, however, has now been <br /> reduced to 66 lots with the existing home in the northeast corner of the plat <br /> remaining on a large 3± acre parcel. Revisions to the plat include the <br /> following: <br /> • Reduction in the number of lots from 68 to 66 <br /> • Extending the depth of Lots 8, 9, 10 and 11 of Block 1 to preserve trees <br /> • Re-orienting Lots 1 and 2 of Block 4 to be consistent with Lafayette Woods <br /> and preserve additional trees. <br /> • Shifting the cul-de-sac in Block 4 further to the south to once again, save <br /> trees on the north portion of the property <br /> • Redesigning Highland Road with more of a curvilinear design and shifting <br /> it further to the south <br /> • Extending the Rush Street cul-de-sac to the south limits of the plat <br /> • Eliminating the outlots by combining the outlots with adjacent lots within <br /> the plat <br /> • Eliminating the cul-de-sac in the northeast corner of the project as <br /> recommended by Sherburne County. <br /> • Leaving the existing home in the northeast corner on a 3 acre parcel <br /> • Existing Home <br /> As mentioned above, the existing home will remain on a larger parcel <br /> without any additional streets or further subdivision occurring. It is <br /> recommended that water and sanitary sewer services still be provided to this <br /> home from the cul-de-sac immediately to the west. As a condition of plat <br /> approval, staff will recommend a deed restriction or some other type of <br /> covenant be placed on Lot 21 to prevent any further subdivision of the <br /> property based on the county's concern of additional access points onto <br /> Proctor Avenue. <br /> 193rd Avenue/Property Owner to the South <br /> As noted on the revised preliminary plat, Rush Street cul-de-sac will extend <br /> south all the way to 193rd Avenue. There will not be a physical connection of <br /> the streets at that location, however, by extending the cul-de-sac to the south, <br /> it would allow the opportunity for any property owners along 193rd to <br /> request the extension of Rush Street to provide access to their property for <br /> development purposes. Once again, the preliminary plat has been prepared <br /> and reviewed by city staff based on 193rd being closed to through-traffic for <br /> vehicles. As recommended in the past, 193rd Avenue could be converted to a <br /> III <br /> pedestrian corridor to connect Proctor Avenue with the city trail along the <br /> \\elkriver\sys\shrdoc\planning\pc\p96-13xx.doc <br />
