Box 490 <br /> Elk River, MN 55330 <br /> RE: PROPOSED MORRELL TRANSFER SITE <br /> 171ST AVENUE <br /> Dear Mr. Ach: <br /> As requested, we have reviewed the various drawings submitted for the proposed Morrell <br /> • Transfer site to be located on 171st Avenue. Based on our review and comments received <br /> at the staff review meeting, we would offer the following comments: <br /> 1. The drawings we reviewed consisted of a preliminary plat dated May 7, 1997; a site <br /> plan with a revision date of May 15, 1997; and a grading, drainage, and erosion <br /> control plan with a revision date of May 15, 1997. All three of these documents were <br /> prepared by Roger A. Anderson and Associates, Inc. <br /> 2. It should be noted for the review of all these drawings that the property located north <br /> of the section line is City-owned property which was purchased from Roger Eull for <br /> the purposes of constructing 171st Avenue. The City also has the rights to 16.5 feet <br /> (one rod) south of that section line. We believe that there is the likelihood that a <br /> portion of this property could be sold or turned over to the Morrell site for purposes <br /> of their development. It will likely not be totally utilized in the future for roadway <br /> purposes. However, we are not sure of the mechanics to accomplishing this property <br /> transfer. <br /> 3. It appears from the preliminary plat that Cargill Corporation owns a piece of the site <br /> for purposes of accessing the railroad crossing about mid-point along the northeast <br /> line of the Morrell site.
