Since much of the <br /> traffic utilizing the rear drive will be at night, additional lighting along the <br /> drive should be installed. There is currently a street light at the north end of <br /> the building at the exit from the S.A. station and one on the south end near <br /> the office building dumpster. Two additional lights, of similar design to the 2 <br /> poles at the north and south ends of the building, should provide enough light <br /> to provide increased security to the rear of the mall and improved visibility <br /> along the driveway. The 4 light poles in the parking lot should provide <br /> sufficient illumination for the parking area. <br /> Signage <br /> Signage shall be installed per the Hillside Crossing Retail Center signage <br /> requirements. The bar will be allowed one wall sign made up of individual <br /> letters. The bar can also have a sign on the freestanding development sign <br /> along Highway 169. No other freestanding signage was approved as part of <br /> the retail centers original approval. <br /> On Sale Liquor <br /> On sale liquor requires a license from the City Council as well as a <br /> conditional use permit. The City does not have any setback requirements for <br /> liquor establishments from facilities such as a daycare center. <br /> Recommendation <br /> It is recommended the Planning commission recommend approval the <br /> conditional use permit request by Phoenix Enterprises to construct a class I <br /> restaurant with on sale liquor with the following conditions: <br /> 1. The proposed gate through the patio fence be eliminated. <br /> 2. An additional 2 lights, of similar design to the 2 lights located near <br /> S.A. exit and the office building dumpster, be provided along the <br /> driveway which runs on the east side of the mall. <br /> 3. One wall sign and one sign on the development sign, which complies <br /> with the Hillside Crossing Retail Center signage requirements, will be <br /> allowed. The applicant must receive a sign permit prior to placing any <br /> signs on the property. <br /> • <br />
