Memo to the Planning Commission Page 2 <br /> ZC 96-20 & CU 96-26 <br /> November 26, 1996 <br /> • The area the applicant plans on leasing is part of a 5 acre lot and is located 32 <br /> feet to the east of the existing building. The area is level and contains a 16" <br /> diameter oak that will have to be removed in order to place the tower in the <br /> proposed location. <br /> The adjacent land uses include light industrial manufacturing, single family <br /> residential and undeveloped residentially zoned land. <br /> The site will be serviced by the existing 12' drive on the east side of the building. <br /> There are 4 piles of scrap steel on the side of the drive between the drive and <br /> the proposed location of the tower. These will have to be removed in order to <br /> provide adequate access to the tower. <br /> In order to better manage the potential proliferation of antennas in the city, <br /> cellular towers should be capable of being used by other cellular providers. This <br /> pole should be designed so that it can accommodate additional antennas for use <br /> by other cellular companies. <br /> Overview <br /> • In order to construct the proposed tower and antennas, a rezoning of the <br /> property to AT is required. This overlay district was established to manage the <br /> proliferation of antenna towers and to insure their proper placement regarding <br /> health, safety and welfare of the community. This overlay district does not <br /> change the underlying I1 zoning district, all the uses allowed and the <br /> dimensional regulations in the I1 zoning district will continue to be allowed on <br /> land zoned AT. <br /> In considering a rezoning request of this nature, consideration should be given <br /> to the existing conditions within the area directly and indirectly affected by the <br /> proposed rezoning as well as the compatibility with surrounding land uses. <br /> The rezoning request should not adversely impact and would be compatible with <br /> the zoning and current use of the property which is under consideration for <br /> rezoning. However, the property is surrounded by single family homes and <br /> properties that are zoned residential. The applicant should explain how the <br /> proposed rezoning will be compatible with the adjacent land uses and zoning. <br /> To address the issue of compatibility consideration should be given to <br /> constructing a mono pole and painting it a color that will blend in with the <br /> background. <br /> • <br /> s:\planning\scott\cu96-26.doc <br />
