Box 490 <br /> Elk River, MN 55330 <br /> RE: PROPOSED HOLIDAY STATION STORE <br /> Dear Mr. Ach: <br /> As requested, we have reviewed the package submitted for the proposed Holiday Station <br /> CIVIL ENGINEERING: Store to be located at the intersection of School Street and Freeport Avenue. The package <br /> ENVIRONMENTAL consisted of a Site Dimension Plan and Utility Plan, Grading and Drainage Plan, <br /> MUNICIPAL Landscape Plan, and two pages of construction details. The plans were put together by <br /> TNG John Oliver and Associates, and dated November 13, 1996. Based upon our review, <br /> LID WASTE comments received at the staff review meeting and a meeting with representatives of <br /> STRUCTURAL Holiday Company, we would offer the following comments: <br /> SURVEYING <br /> TRAFFIC A. SITE DIMENSION PLAN AND UTILITY PLAN <br /> TRANSPORTATION <br /> 1. An earlier Site Plan submitted by Holiday Companies had proposed an <br /> ELECTRICAL/MECHANICAL access off of School Street into the site. In a City staff review and meeting <br /> ENGINEERING; with Holiday Companies, it was recommended that this access be <br /> "VAC removed. The current submittal no longer shows an access off of School <br /> POWER DISTRIBUTION Street. We believe it is important to recount the reasons for staff <br /> SCADA recommending to Holiday Companies that this access be removed. They <br /> SYSTEM CONTROLS <br /> are as follows: <br /> ■ Because of the heavy use of School Street from TH 169 to Freeport <br /> Avenue to access businesses within Elk Park Center, there are two left <br /> turn lanes from northbound TH 169 to westbound School Street. Due <br /> to the two left turn lanes and the majority of traffic wanting to turn <br /> right and head north on Freeport Avenue, there is a significant amount <br /> of merging and/or weaving in a relatively short stretch.
