<br /> <br /> <br /> <br />City Council Minutes <br />March 11, 1985 <br />Page Four <br /> <br />--, <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE THE MAYOR TO SIGN A SEWER PAYMENT AGREEMENT <br />BETWEEN THE CITY OF ELK RIVER AND BOWEN ENTERPRISES FOR THE FOOD-N-FUEL OPERATION <br />IN THE BARRINGTON PLACE PLANNED UNIT DEVELOPMENT. COUNCILMEMBER WILLIAMS SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Mn/DOT Letter Regarding School Street and Highway 11169 Signalization <br /> <br />The City Clerk indicated that the letter from Mn/DOT was in response to the City <br />Council's resolution 85-3, a resolution requesting a signal at Highway #169 and <br />School Street. The City Clerk indicated that Mn/DOT will perform a study of the <br />intersection and provide an analysis of the study to the City Council sometime <br />in July. <br /> <br />8. Liquor Store Sign <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO AUTHORIZE THE LIQUOR STORE MANAGER TO PROCEED WITH' <br />THE PURCHASE OF AN OUTDOOR SIGN WITH YELLOW BACKGROUND AND BLACK LETTERING FROM <br />THE ARROW SIGN COMAPNY AT A COST OF $2,289.00. COUNCILMEMBER GUNKEL SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />9. Landfill Fees <br /> <br />Acting Mayor Schuldt indicated that the City Council has not specifically determined <br />how the 15~ per cubic yard landfill fees were to be used. <br /> <br />General discussion was carried on regarding the need to specify that the landfill <br />fees be used for environmental protection. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO AUTHORIZE THAT THE LANDFILL FEES COLLECTED FROM THE <br />LANDFILL ARE TO BE SET ASIDE IN A SPECIAL SUPER FUND FOR ENVIRONMENTAL PROTECTION <br />TO BE USED AT THE DISCRETION OF THE CITY COUNCIL. COUNCILMEMBER GUNKEL SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />10. Update <br /> <br />The City Clerk indicated that the Mayor requested that the City Council be informed <br />that the Anoka County Commissioners will be sending a resolution to the City Council <br />supporting the RDF burn site in Elk River. <br /> <br />The City Clerk indicated that Mr. Jack Boarman has completed remodeling plans for <br />the City Hall building and a model of the proposed remodeling and will be present <br />at the Thursday, March 14th meeting between the City Council and the County Com- <br />missioners. <br /> <br />The City Clerk, Phyllis Boedigheimer, submitted verbal resignation of her position <br />as City Clerk/Treasurer. <br /> <br />There being no further business, COUNCILMEMBER GUNKEL MOVED THAT THE MEETING BE ADJOURNED. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION.
