The rezoning is consistent with the City of Elk River Land Use Plan adopted as part of the City <br />of Elk River Comprehensive Plan. <br />Background/ Discussion <br />The property is zoned I3 (General Industrial) and the applicant is seeking to rezone the subject property <br />to C3 (Highway Commercial) to comply with the Comprehensive Plan, which guides the property for <br />Highway Business. <br />The applicant is also applying for a Conditional Use Permit (CU 18-05) for mini storage. Mini storage <br />facilities are allowed by CUP in both the I3 and C3 districts. <br />The zoning and land use currently do match on the subject parcel. Staff suggested the applicant apply for <br />a Zone Change versus a Land Use Amendment. Approving a Land Use Amendment would result in a <br />small parcel of land with an Industrial designation surrounded by Highway Business Land uses. <br />Applicable Regulation <br />In reviewing a proposed amendment, consideration shall be given to existing conditions witbin the area directly and indirectly <br />affected by the proposal, the conservation ofproperty values, the use to which the property affected is being devoted at the time, <br />and relevantprovisions, if any, in the land use plan. <br />In the review of the standards for a Zone Change as outlined, it appears that the request is consistent <br />with all of these standards. <br />Financial Impact <br />None <br />Statutory Review Period <br />Per State Statute 15.99 the required 60 day review period ends on May 11, 2018. <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional p o w E R E o s r <br />service, and community engagement that encourages and inspires prosperity [NATURE]
