When the rezoning was originally <br /> • presented to the Planning Commission, the Commission recommended approval <br /> of the rezoning as proposed. However, when the rezoning was presented to the <br /> City Council it was denied in a large part because of arguments made by a <br /> prospective developer of Waddy Schultz's property. <br /> During the course of the Council's deliberation, there was some discussion that <br /> there should be some consideration given to rezoning the properties owned by <br /> Industrial Hardfacing and George Deschenes. It was noted that the possible <br /> realignment of County Roads 12 and 13 would better define a possible industrial <br /> area and that these properties would likely be within the boundaries of any <br /> future industrial zone. In light of this discussion, the Council directed staff to <br /> look into the possibility of rezoning the Industrial Hardfacing and Deschenes <br /> properties and present the issue to the Planning Commission. <br /> Existing Conditions <br /> The approximately 13 acres is currently zoned Rlc (Single Family Residential) <br /> with a land use designation of LI (Light Industrial). The surrounding properties <br /> are zoned Ric. The land use designation of the properties to the south is light <br /> industrial and to the north, east and west is medium density residential. <br /> Industrial Hardfacing is a light manufacturing facility and the Deschenes <br /> IPproperty contains a single family house. <br /> There are wetlands on both the Industrial Hardfacing and Deschenes properties. <br /> The wetland on the Industrial Hardfacing property consists of a small pond and <br /> shoreline wetland. The Deschenes property has a horseshoe shaped wetland <br /> area near County Road 13. The center of the wetland area consists of a small <br /> pond. The site is relatively flat with some lowlands associated with the <br /> wetlands. Vegetation includes stands of hardwood, areas of brush and volunteer <br /> growth. <br /> Evaluation of Request <br /> In order to approve a rezoning request there must be a finding that a) the plan <br /> was in error when it was adopted, and therefore, should be changed or, b) the <br /> times and circumstances have changed since the plan was adopted, and a <br /> change is warranted. <br /> This rezoning is being considered in order that this area will be consistent with <br /> the land use plan. The updated land use plan designated this area as LI (Light <br /> Industrial). The proposed rezoning to I1 (light Industrial) is consistent with <br /> that revised land use designation, and therefore, the second finding is met. <br /> 1111 <br />
