EGty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 9.2 <br /> Agenda Section Meeting Date Prepared by <br /> Work Session Aril 16, 2018 Justin Femrite, P.E., City Engineer <br /> Item Description Reviewed by <br /> Flashing Crosswalk Signage Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Informational item, staff will take direction as to the Council's thoughts on future use of these systems. <br /> Background/Discussion <br /> In work session on October 16, 2017,we discussed crosswalks on roadways with higher speeds and non- <br /> controlled intersection locations needing to be treated with higher level of safety devices than a standard <br /> sign and striping. Direction was to further review costs and think about potential locations for installation <br /> of a user actuated flashing/blinking crosswalk signs for this type of crosswalk. <br /> Over the past couple of years,we have been asked to consider a crosswalk on Twin Lakes Road at the <br /> north leg of Industrial Circle. Staff assembled the attached plan for required improvements to complete <br /> an ADA accessible crosswalk with a user-actuated flashing sign. Whether this location is chosen or <br /> another is selected,improvements to complete the crosswalk will include solar flashing signs, advance <br /> signage, curb replacement,pedestrian ramp installation, striping, and restoration. <br /> Staff reviewed a number of flashing sign types and recommends the most effective solution with regard <br /> to obtaining driver response, a user-actuated rectangular rapid flashing beacon (RRFB). The product <br /> offers more competitive pricing and is easier to replace than other user actuated LED flashing signs <br /> available on the market. <br /> The installation of the Twin Lakes Road crosswalk, detailed above,is not included in the 2018 budget. <br /> The Spectrum High School Executive Director has provided a letter of support for it to be considered <br /> with a commitment of costs participation if the improvements were to be made by this summer. <br /> Financial Impact <br /> The Twin Lakes Road crosswalk, as detailed on the attached plan,is estimated to cost about$20,000.
