Board of Appeal and Equalization Minutes Page 2 <br /> April 9,2018 <br /> ----------------------------- <br /> Ms. Thoe explained she believes the increase may be due to strong water front <br /> property sales in Elk River. She stated due to the strong sales all lake and <br /> riverfront properties were reviewed and received an additional increase above the <br /> 9% all of Elk River received. She noted there were overrides in the system she <br /> removed this year but cannot see the details without access to the property's <br /> history. <br /> Councilmember Westgaard questioned if the increase was due to the two <br /> property values being combined and therefore added together. <br /> Mr. Olson indicated he suspects the increase is on the lakeshore property. He <br /> stated he would be comfortable with reducing the lakeshore value by 10% <br /> ($2,944). <br /> Ms. Stritesky noted their property value increased 34% over two years. <br /> Mr. Stritesky commented he has no issue paying property taxes but has an issue <br /> paying such high taxes on such a small property and house. He added he had an <br /> appraisal done last year that came in at$168,000. <br /> Moved by Councilmember Dietz and seconded by Councilmember Olsen <br /> to adjust the value of parcel 75-132-4100 from $209,200 to $200,000 ($3,000 <br /> off the lakeshore property with the remainder off the house). Motion <br /> carried 4-0. <br /> Moved by Councilmember Westgaard and seconded by Councilmember <br /> Ovall to make no change to parcel 75-413-0112. Motion carried 4-0. <br /> 2. Allina Health, Parcel Identification Number 75-661-0105 <br /> Mr. Weber stated he received an email from Allina Health requesting the Board <br /> consider no change to parcel 75-661-0105 as they would like to reserve their <br /> right to appeal to the County Board. <br /> Moved by Councilmember Dietz and seconded by Councilmember Olsen <br /> to make no change to parcel 75-661-0105. Motion carried 4-0. <br /> 3. Walter and Nancy Ullrich, Parcel Identification Number 75-671-0430 <br /> Ms. Thoe distributed a handout on the above parcel. <br /> Moved by Councilmember Westgaard and seconded by Councilmember <br /> Olsen to adjust parcel 75-671-0430 from $434,800 to $415,200 as <br /> recommended by the county assessor.
