ty of � MEMORANDUM <br /> �lk • <br /> River TO: Steve Ach <br /> City Planner <br /> FROM: Bruce West <br /> Fire Chief <br /> DATE: April 11, 1996 <br /> SUBJECT: Lack of Municipal Water Supply <br /> Along East Highway 10 <br /> With much discussion in reference to proposed commercial and industrial <br /> development along east Highway 10 in the City of Elk River, one area of <br /> major concern is the lack of a reliable municipal water supply for Fire <br /> Department use for protection of any commercial or industrial building. <br /> With the proposal of new construction along east Highway 10, numerous <br /> factors must be reviewed in reference to the buildings and their size, types of <br /> construction, and occupancy classification. <br /> Using an example of a 50,000 square foot commercial industrial building, <br /> there are several questions that need to be asked and reviewed referencing <br /> that type of building. If the proposed building was a type M occupancy or a <br /> retail center, the building would require the installation of a sprinkler <br /> system. Along with the installation of a sprinkler system, would require an <br /> acceptable and reliable automatic water supply. The water supply shall be <br /> reliable and be capable of providing the required flow and pressure for the <br /> required duration. The options for a reliable water supply are: <br /> 1. Connections to a waterworks system. 2. The use of a fire pump with <br /> suction from a water tank. 3. Pressure tanks. 4. Gravity tank. <br /> These are options in reference to water supply that must be looked at in <br /> reference to any proposed commercial and industrial structure within the <br /> City of Elk River. In the case of the east Highway 10 corridor without the <br /> use of a municipal water supply, the three factors that need to be looked at <br /> are fire pump, pressure tank or gravity tank. Additional expenditures are <br /> going to be needed for the business owner to adequately protect their <br /> commercial, industrial building, with an adequate and reliable water supply <br /> source. <br /> 1111 <br /> 13065 Orono Parkway • P.O.
