ty of � MEMORANDUM �lk • River TO: Steve Ach City Planner FROM: Bruce West Fire Chief DATE: April 11, 1996 SUBJECT: Lack of Municipal Water Supply Along East Highway 10 With much discussion in reference to proposed commercial and industrial development along east Highway 10 in the City of Elk River, one area of major concern is the lack of a reliable municipal water supply for Fire Department use for protection of any commercial or industrial building. With the proposal of new construction along east Highway 10, numerous factors must be reviewed in reference to the buildings and their size, types of construction, and occupancy classification. Using an example of a 50,000 square foot commercial industrial building, there are several questions that need to be asked and reviewed referencing that type of building. If the proposed building was a type M occupancy or a retail center, the building would require the installation of a sprinkler system. Along with the installation of a sprinkler system, would require an acceptable and reliable automatic water supply. The water supply shall be reliable and be capable of providing the required flow and pressure for the required duration. The options for a reliable water supply are: 1. Connections to a waterworks system. 2. The use of a fire pump with suction from a water tank. 3. Pressure tanks. 4. Gravity tank. These are options in reference to water supply that must be looked at in reference to any proposed commercial and industrial structure within the City of Elk River. In the case of the east Highway 10 corridor without the use of a municipal water supply, the three factors that need to be looked at are fire pump, pressure tank or gravity tank. Additional expenditures are going to be needed for the business owner to adequately protect their commercial, industrial building, with an adequate and reliable water supply source. 1111 13065 Orono Parkway • P.O.
