Memo to Planning Commission/0A96-2 Page 3
April 23, 1996
• Goals of Growth Management
The following are some general goals commonly mentioned in any growth
management literature:
1. Preserve the character of the community and promote community
identity.
2. Conserve agricultural land and preserve open space.
3. Encourage full utilization of existing facilities.
4. Control development of new areas to ensure coordination with existing
and proposed facilities.
5. Maintain or improve the level of community services.
6. Improve housing opportunities, increase diversity and promote better
housing developments.
7. Avoid environmental problems.
III 8. Prevent sprawl.
9. Promote aesthetics and preserve historic or cultural features.
10. Reduce traffic congestion and improve the road system.
11. Promote public safety.
Some of the questions or issues that should be considered in evaluating the
proposed ordinance amendment can be summarized by asking the following
questions:
• Will allowing development within the urban service area prior to water
and sewer create a barrier to extending municipal services at a later date?
(Think about the current condition of east Highway 10 and the public
opinion regarding water and sewer.)
• With the growing needs of the community, how will the limited capital
improvement resources be prioritized to accommodate the community's
need, if we continue to expand geographically the City's "service area".
III
s:\planning\pc\oa96-2xx.doc
