Preserve the character of the community and promote community <br /> identity. <br /> 2. Conserve agricultural land and preserve open space. <br /> 3. Encourage full utilization of existing facilities. <br /> 4. Control development of new areas to ensure coordination with existing <br /> and proposed facilities. <br /> 5. Maintain or improve the level of community services. <br /> 6. Improve housing opportunities, increase diversity and promote better <br /> housing developments. <br /> 7. Avoid environmental problems. <br /> III 8. Prevent sprawl. <br /> 9. Promote aesthetics and preserve historic or cultural features. <br /> 10. Reduce traffic congestion and improve the road system. <br /> 11. Promote public safety. <br /> Some of the questions or issues that should be considered in evaluating the <br /> proposed ordinance amendment can be summarized by asking the following <br /> questions: <br /> • Will allowing development within the urban service area prior to water <br /> and sewer create a barrier to extending municipal services at a later date? <br /> (Think about the current condition of east Highway 10 and the public <br /> opinion regarding water and sewer.) <br /> • With the growing needs of the community, how will the limited capital <br /> improvement resources be prioritized to accommodate the community's <br /> need, if we continue to expand geographically the City's "service area". <br /> III <br /> s:\planning\pc\oa96-2xx.doc <br />
