We have operated our agricultural <br /> research center at the present site since 1958. We have invested millions in site <br /> improvements, including a new $3 Million swine facility being completed just this month <br /> under City and State permits and we intend to continue our research activities in Elk <br /> River indefinitely. We believe that the Planning staffs view that the research operations <br /> may be rendered a non-conforming use by the proposed rezoning is incorrect, and we <br /> request confirmation that our research operations are a permitted "research laboratory" <br /> use in the I-1 zoning district. If such confirmation is not available in light of the Planning <br /> staff memorandum recently provided to the Planning Commission, we suggest holding <br /> • this matter over for further discussion. <br />
