Memo to the Planning Commission/CU 96-6 Page 5 <br /> April 23, 1996 <br /> • Landscaping <br /> 1. Throughout St. Andrews' campus are a variety of existing trees. The <br /> plan identifies approximately 31 existing trees and approximately 27 <br /> being proposed along with the expansion plans. Based on these <br /> numbers, the City's landscaping requirements are being satisfied. <br /> 2. As mentioned earlier, immediately north of the proposed parking lot <br /> are four existing single family homes and a one-level apartment <br /> complex. The distance between the proposed parking stalls and homes <br /> is approximately 40 feet. There does not appear to be much of a grade <br /> change between the parking lot and the homes immediately to the <br /> north. The concern staff has is the direct angle of the headlights that <br /> will be shining into these residential homes during the evening and <br /> early morning activities at the church. Some type of buffering should <br /> be included on the landscaping plan by either trying to vary the grade <br /> between the parking area and homes (i.e., berms or lowering of <br /> parking lot) or installing some type of landscaped buffer. <br /> 3. The proposed overstory trees along the north property line may <br /> eventually present a problem with the three phase overhead electrical <br /> line that currently exists. Therefore, it is recommended that some <br /> • other type of plant material be selected that will not grow any higher <br /> than a distance of 10 feet away from the power lines (power lines are <br /> approximately 25 feet high). <br /> 4. On the revised landscaping plan the size and type of tree should be <br /> identified as part of the plant schedule. <br /> 5. Although it is not required the church is encouraged to consider <br /> underground irrigation in all their landscaped areas for easy <br /> maintenance. <br /> 6. All disturbed areas shall be sodded or seeded. Revised plans should <br /> indicate which areas will be sodded and those that will be seeded. <br /> Lighting <br /> 1. It is not mentioned on the plans how high the light pole will be <br /> throughout the parking area. The one area of primary concern are the <br /> light poles along the north edge of the parking lot which again, may <br /> cause some conflict with the overhead power lines. <br /> • <br /> s:\planning\pc\cu96-6.doc <br />
