It is not clear from the site plan whether or not this <br /> driveway access is immediately north of Holt Avenue. If not, the access should <br /> be realigned to meet Holt as a 4-way intersection. <br /> 3. The parking in front of the old church facility at the southwest corner of the site <br /> is proposed to be changed to diagonal parking and a median installed to separate <br /> the parking from 4th Street. Access to this parking would be one-way in off of 4th <br /> Street and one-way out off of Irving Avenue. This new island to be created which <br /> will separate the parking from the street should also contain a 6-foot wide sidewalk <br /> which will then continue the existing sidewalk from its current terminus point to <br /> the west to Irving Avenue. <br /> 4. Consideration should be given as to whether or not concrete islands should be <br /> installed in the parking lot to help delineate the parking and driving isles. This has <br /> to be measured against the potential loss of parking stalls by installing islands. <br /> 5. The Fire Chief has requested that two hydrants be located on the site, one at the <br /> • southeast corner of the new church facility, and one at the northeast corner. He <br /> has also indicated that, due to the size of the facility, he would like to see the <br /> watermain looped from 4th Street through the front of the church facility and then <br /> along the north line out to Irving Avenue. We would concur with this <br /> recommendation. <br /> 6. Glenn Sundeen from the Elk River Municipal Utilities has indicated that there is <br /> an overhead 3-phase power line along the north property line of the site. The site <br /> plan indicates three light poles in this location. Glenn questioned how tall they <br /> were and whether they would provide the necessary separation between his power <br /> line and the light pole fixture. Glenn has also asked that easements be provided <br /> on the site for this existing power line and power service to the new church <br /> facility. <br /> 7. Storm drainage for the site consists of sheet draining the parking lot to two low <br /> points where catch basins and small diameter storm sewer will convey the runoff <br /> to a retention pond. The drainage facility is sized to take all of the increased <br /> runoff from the parking lot and most of the new church facility, with the exception <br /> of the driveway at the north end of the site. The sizing of the pond for <br /> sedimentation is appropriate. The pond itself is proposed to have 3:1 side slopes <br /> and to be entirely fenced because of the proximity of school-age children to the <br /> • site. An outlet for the pond will be provided from the 4th Street storm sewer <br /> which was constructed several years ago with the upgrade of that street. <br /> 230/304-1704.apr <br />
