And, a City which has served <br /> its residents well in the past may find itself hard pressed to <br /> meet future needs. There is a clear need for more meeting spaces <br /> in Elk River. Expanded parks and recreational opportunities will <br /> also gain more support: it is only a question of time until a <br /> majority coalition exists for further action, even if property <br /> taxes increase. During this period of time, then, it will be <br /> critical to establish courses of actions and priorities that not <br /> only satisfy current needs but anticipate future wants . While <br /> this may be challenging, it also provides an opportunity for <br /> innovation and creativity.
