The outdoor pool <br /> shows significant support by area residents and should be <br /> considered a moderate to high priority. <br /> An interpretive center, located at Woodland Trails Park, is a <br /> facility that would greatly expand the recreational and <br /> educational value of the Park. The interpretive center is a <br /> moderate to low priority. <br /> • <br /> Although golf is increasing in popularity and is an important <br /> recreation activity, this need in the City of Elk River is being <br /> adequately met by the privately owned courses that are open to <br /> the public. A city-owned golf course is a low priority. <br /> FINANCING <br /> The implementation of the Master Park and Recreation Plan is an ambitious undertaking <br /> and there are no easy methods of obtaining the necessary funding to make it a reality. <br /> FINANCIAL SUPPORT <br /> Financial support for the implementation of the Plan will require the following basic <br /> actions: <br /> 1. Establish priorities based upon the needs and preferences <br /> expressed by the residents of the city.
