Therefore, an effort must be made to estimate <br /> conditions within the anticipated lifetime of each project, and to let those <br /> conditions drive the design. Traffic conditions on existing roadways should be <br /> monitored to help schedule roadway additions proposed in the transportation plan. <br /> In summary, a transportation plan is the important beginning step in the dynamic planning <br /> process.
