These standards should remain valid, with correlations to the functional <br /> classification system proposed in this report as follows: <br /> Major arterials and a majority of minor arterials fall under the category of Federal, State, <br /> and County Highways in the Street Improvements section of City of Elk River Design <br /> Standards. <br /> It is unlikely that many of the county roads that currently have a rural section will <br /> eventually be redesigned with an urban section. In its review process, the City should <br /> make certain that redesign is consistent with its transportation plan. Collectors in the <br /> transportation plan fall under one of three categories: Municipal State Aid (MSA) Streets, <br /> Collector Streets, or Commercial/Industrial Streets. Which category a particular street <br /> • belongs in depends on its designation for funding purposes (i.e. Municipal State Aid) and <br /> the zoning of the land adjacent to its right-of-way. Local streets in the transportation plan <br /> are categorized as Residential Streets in the City of Elk River Design Standards. <br /> CTP-230.156 -18- 230-156-80 <br />
