E. NECESSARY ACTIONS <br /> • 1. A feasibility study must be completed to determine the feasibility of mainline <br /> construction, project costs, and methods of paying the costs, to two to three <br /> areas of the city. <br /> 2. Analysis of the User Charge System and city ordinances as they relate to <br /> operation and maintenance of existing facilities. <br /> 3. Adherence to the assessment policy for the extension of water and sanitary and <br /> storm sewer facilities. <br /> 4. Update capital improvement program to coordinate an orderly extension of <br /> facilities into new areas. <br /> 5.
