The city will be challenged with attracting industrial businesses. <br /> • Marketing and incentive programs may be necessary in order to compete with surrounding <br /> communities for these sought after businesses. <br /> 5. Recreational and open space needs will increase with an expanding population. Providing <br /> appropriate recreational facilities require public acquisition of strategically located, usable <br /> land or cash in lieu of land from developers for park development and open space purposes. <br /> Providing a diverse and universal recreational system, along with providing a spectrum of <br /> programming, to accommodate the city's growing population will be an ongoing effort. <br /> 6. Transportation access to part of the city is awkward due to a variety of physical barriers. <br /> The city is interested in assuring adequate transportation corridors, with special emphasis on <br /> east-west movement. The U.S. Highway 169 and U.S. Highway 10 corridors carry a large <br /> amount of traffic through the community. Special attention will need to be focused upon the <br /> proper planning of these corridors to ensure safe and efficient travel. <br /> 7. Environmental issues such as wetlands, steep slopes, tree protection and generally <br /> maintaining the character and quality of life in Elk River will continue to be a significant issue. <br /> C. GROWTH MANAGEMENT SOLUTION <br /> The Comprehensive Plan is a system of integrated elements which creates the barriers to <br /> negative development and incentives to positive development. It involves the use of a land <br /> use plan, zoning techniques, subdivision regulations, capital improvement programs, phasing <br /> of utilities, development exaction and numerous program specific actions. <br /> • D. PROGRAM DESCRIPTION <br /> A major component of this Comprehensive Plan is the orderly development of land within the <br /> city. The preparation of this plan required an extensive inventory of background information <br /> necessary to make numerous decisions pertaining to future land use and development <br /> phasing. Elements within this plan include overall land use for residential, industrial, <br /> commercial, and park and open space use. In addition, careful attention was paid to the <br /> transportation network and utility system. For each of these elements, a set of goals and <br /> policies were identified and the current status was evaluated. From this information, a long <br /> range plan was developed and a set of necessary actions were identified for effective <br /> implementation. The net result of this effort is a comprehensive land use plan and a set of <br /> implementation tools focused on growth management with which the city will guide its future <br /> development. <br /> E. OFFICIAL DOCUMENT <br /> This Comprehensive Plan, and its components, is an official document of the City of Elk River. It <br /> constitutes the City's Comprehensive Plan pursuant to Minnesota Statutes.
