• Proposed Use <br /> When Novotnys originally constructed the building, it was presented as a <br /> building that would be used for storage and warehousing which is a <br /> permitted use in the I-1 (Light Industrial) zoning district. Under that <br /> interpretation, staff proceeded to review their proposed site plan and issue a <br /> building permit based on that particular use. However, with the addition of <br /> the second principal building which will serve as an office area and the <br /> current operation of the facility, staff believes a better interpretation of the <br /> use is a truck terminal A truck terminal is a conditional use permit in the <br /> light industrial district; therefore, this conditional use permit request has <br /> been expanded to include a truck terminal, as well as the second principal <br /> use. <br /> Proposed Office Building <br /> The proposed office building will be 520 square feet in size and will resemble <br /> a small residential garage. The structure will have a hip roof with asphalt <br /> shingles and pre-finished vinyl siding on all sides. These architectural <br /> materials meet the city's architectural requirements listed in the zoning <br /> ordinance (see attached excerpt from performance standards). <br /> • The proposed second building meets all of the industrial setback <br /> requirements; however, staff is concerned with its location if it interferes <br /> with the existing septic system. The approved site plan from November of <br /> 1993 indicated the septic system on the west side of the property; however, <br /> staff believes it was relocated to a location close to the proposed building. <br /> Therefore, additional information will need to be provided to make sure the <br /> building does not interfere with the existing septic system. <br /> Compliance with Approved Site Plan <br /> The approved site plan from November 1993, illustrated a bituminous <br /> parking surface along with landscaping that was to be installed as part of the <br /> improvements. Staff is concerned that these improvements have not been <br /> installed in accordance with the approved plan and would recommend that a <br /> condition of the conditional use permit state that the improvements be <br /> installed prior to June 1st of 1996. <br /> Since the original site plan was approved in November of 1993, the Planning <br /> Commission and City Council have approved anordinance requiring curb and <br /> gutter within front yard areas of industrial development. Furniture and <br /> Things located across the street and Custom Cutter and Grinding (under <br /> • construction) have both installed curb and gutter in accordance with city <br /> s:planning:p c:cu95-23 <br />
