NOVEMBER 24. 1986 <br /> <br />Members Present: <br /> <br />Mayor Hinkle, Councilmembers Schuldt, Gunkel and Tralle <br /> <br />Members Absent: <br /> <br />Councilmember Engstrom <br /> <br />Staff Present: <br /> <br />Patrick Klaers, City Administrator; Lori Johnson, Finance <br />Director; Philip Hals, Public Works Superintendent; Terry <br />Maurer, City Engineer; Peter Beck, City Attorney <br /> <br />Also Present: <br /> <br />Bill Birrenkott, Utilities Superintendent, and Utilities <br />Commissioners Don Kettner. Henry Duitsman and Doug Dill <br /> <br />1. The Meeting was called to order at 7:00 p.m. by Mayor Hinkle. <br /> <br />2. Consider 11/24/86 City Council Agenda <br /> <br />COUNCILMEMBER GUNKEL MOVED <br />1986 CITY COUNCIL MEETING. <br />THE MOTION PASSED 4-0. <br /> <br />TO APPROVE THE AGENDA FOR THE NOVEMBER 24. <br />COUNCILMEMBER TRALLE SECONDED THE MOTION. <br /> <br />3. Consider 11/17/86 Minutes <br /> <br />The following corrections were noted: <br /> <br />(1) Page 1, Item 2, should be "Councilmember Tralle, not "Commissioner" <br />(2) Page 6. Item 8B, line 2. should be "objectives", not-"objections". <br />(3) Page 7, "M-Vale Plat", line 6 of the motion, the following should be <br />added after the word "M-Vale", "but that no further work be allowed <br />at this time." <br /> <br />COUNCILMEMBER TRALLE MOVED <br />COUNCIL MINUTES AS AMENDED . <br />THE MOTION PASSED 4-0. <br /> <br />APPROVAL OF THE NOVEMBER 17. 1986 CITY <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. <br /> <br />4. Joint Meeting with Utility Commission and City Council <br /> <br />4.1 Hydrant Rental Fees <br /> <br />Commissioner Don Kettner stated that the hydrant rental fee was <br />established some years ago as a result of damage to fire hydrants by <br />snowplows. Commissioner Kettner noted that approximately $8,400 in <br />hydrant rental fees to be collected from the City is budgeted for 1987. <br />Commissioner Kettner stated that he would like to defer discussion of <br />this item until after discussion of Item 4.2. <br /> <br />4.2 Water Tower Bond Repayment <br /> <br />Mayor Hinkle introduced City Attorney, Peter Beck. Mr. Beck presented the <br />following background information for discussion of this item. <br />
