e e e REGULAR MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER POLICE DEPARTMENT MEETING ROOM MONDAY. NOVEMBER 24. 1986 Members Present: Mayor Hinkle, Councilmembers Schuldt, Gunkel and Tralle Members Absent: Councilmember Engstrom Staff Present: Patrick Klaers, City Administrator; Lori Johnson, Finance Director; Philip Hals, Public Works Superintendent; Terry Maurer, City Engineer; Peter Beck, City Attorney Also Present: Bill Birrenkott, Utilities Superintendent, and Utilities Commissioners Don Kettner. Henry Duitsman and Doug Dill 1. The Meeting was called to order at 7:00 p.m. by Mayor Hinkle. 2. Consider 11/24/86 City Council Agenda COUNCILMEMBER GUNKEL MOVED 1986 CITY COUNCIL MEETING. THE MOTION PASSED 4-0. TO APPROVE THE AGENDA FOR THE NOVEMBER 24. COUNCILMEMBER TRALLE SECONDED THE MOTION. 3. Consider 11/17/86 Minutes The following corrections were noted: (1) Page 1, Item 2, should be "Councilmember Tralle, not "Commissioner" (2) Page 6. Item 8B, line 2. should be "objectives", not-"objections". (3) Page 7, "M-Vale Plat", line 6 of the motion, the following should be added after the word "M-Vale", "but that no further work be allowed at this time." COUNCILMEMBER TRALLE MOVED COUNCIL MINUTES AS AMENDED . THE MOTION PASSED 4-0. APPROVAL OF THE NOVEMBER 17. 1986 CITY COUNCILMEMBER GUNKEL SECONDED THE MOTION. 4. Joint Meeting with Utility Commission and City Council 4.1 Hydrant Rental Fees Commissioner Don Kettner stated that the hydrant rental fee was established some years ago as a result of damage to fire hydrants by snowplows. Commissioner Kettner noted that approximately $8,400 in hydrant rental fees to be collected from the City is budgeted for 1987. Commissioner Kettner stated that he would like to defer discussion of this item until after discussion of Item 4.2. 4.2 Water Tower Bond Repayment Mayor Hinkle introduced City Attorney, Peter Beck. Mr. Beck presented the following background information for discussion of this item.
